Through the EU-funded Sharing Cities Project, it has delivered tangible upgrades in urban sustainability, from electric mobility systems and last-mile e-logistics to AI-powered air quality monitoring and energy-positive buildings. As a designated “Lighthouse City”, Lisbon’s blueprint for decarbonisation is already being replicated across Europe.
A symbolic milestone: the historic Paços do Concelho (City Hall), once energy inefficient, is now equipped with rooftop solar panels, LED-lit chandeliers, and climate-conscious HVAC systems — all without compromising architectural heritage. Lisbon proves that energy transition can honour the past while building the future.
The Rise of a Renewable Hub
The Global Renewables Alliance recognised Lisbon as Europe’s new renewable energy hub. Today, over 60% of the city’s energy consumption comes from renewables, a milestone built on long-term political will, investment attraction, and talent mobilisation.
Global recognition followed: in 2023, the European Innovation Council awarded Lisbon the European Capital of Innovation title, with a €1 million prize. The award reflects Lisbon’s commitment to technologically enabled governance and sustainable transformation, as it nurtures ecosystems that translate policy into action.

A vibrant, innovative ecosystem powers Lisbon’s energy transition. Startups like Charge2Change, pioneers in supercapacitor technologies for e-mobility, exemplify the city’s forward-thinking spirit. The momentum extends across Portugal.
- Enline Energy Solutions (Mirandela) developed digital twins for power grids, enabling predictive efficiency across the network.
- Heaboo (Aveiro) designed a thermal battery that instantly cuts energy waste by delivering hot water.
- Eneida (Coimbra) offers low-voltage grid intelligence to reduce grid outages.
These companies are not just innovating — they’re exporting Portuguese cleantech globally.
Strength in Alliances: Catalysing Lisbon’s Energy Transition
Portugal’s remarkable progress is underpinned by strategic alliances that bring together government, startups, corporates, and academia — all working to accelerate the clean energy transition.
Unicorn Factory Lisboa is a strong enabler of this ecosystem. It focuses on regenerative and sustainable solutions and has already hosted 16 startups in energy, mobility, and circular economy, creating over 110 jobs in its initial phase. Unicorn Factory has supported over 58 scale-ups, raising €379 million in investment and generating €200 million in annual revenue.
Complementing this, the nationwide Aliança da Agenda para a Transição Energética (AATE) brings together key national players to scale solutions in renewables, digitalisation, flexibility, and green hydrogen. The alliance aims to create 420 skilled jobs, with over 80% of developed products intended for export.
Startups like Enline and Eneida are active participants in these initiatives. Enline, headquartered in Mirandela, specialises in AI-powered energy grid optimisation, delivering real-time insights across the energy ecosystem without additional sensors. Based in Coimbra, Eneida focuses on low-voltage grid intelligence, enabling more electric vehicle connections and solar panel integrations while reducing grid outages. Their dual involvement highlights the ecosystem’s interconnectedness and the collaborative drive towards a sustainable future.
These alliances bolster individual startups and collectively enhance Lisbon’s position as Europe’s leading hub for clean energy innovation.
